It's a photograph taken from a moving motor car. It was obviously in the late afternoon on a rainy day. You can photograph "movement" with a camera. It's simple. You just move the camera.It will show movement of the subject if you are lucky but it will become a blurred photograph if you are unlucky. Well, this is only a blurred one.
