It is not realistic to talk about what the beaches inside Tokyo Bay used to be like. However I remember being able to collect a lot of shellfish; it simply means I am getting old. Apparently there will be a bridge over Tokyo Bay opening by the end of '97. You will have to pay a lot of money to use it of course.
